i believe they mean that you may have purchased the original ARR via the steam store.

That is correct, once you use Steam, you must purchase the updates/expansion packs through Steam too.

The 20 digit Pre-Order code for the Heavansward expansion will work for the Service it was purchased for. If you pre-ordered a Windows copy of the Heavansward Expansion and the Steam version is registered to the account, neither the Standard Windows Heavansward Pre-Order code nor the Standard Windows Heavansward Expansion that was pre-ordered can be redeemed to the account.

i bought both of mine via the SE store

I have same issue, sent a ticket and they told me that my code was fine
so I just took a screenshot of my error message and sent a new ticket
will update here if they say something that could help you too
