Summoner is just a half-assed job. Didn't use even close to a year designing this garbage pack. It looks and feels rushed. The least you can do is fix it.
In 2-3 weeks we might have a general idea of how they are changing the battle system and SMN. While I am kinda doubtful they may split it into two seperate entitites, they may have something in mind that ties into the 3 new jobs being jobs only.
They may have it where SMN and SCH level separately past 50 when you are on x job and with that the skills they would normally earn as "arcanist" may be separate and unique to one another compared to what 1-50 has now. Another thing to keep in mind is "passive traits" can alter the effects of abilities they could have it planned where there are arcanist traits that dictate different effects based on which job the player is on. So there could be a trait that says "SMN: Does this, SCH: Does this" and it would help with making both classes more diverse from one another in terms of skillsets at hand.
It could be done, rather "easily". Make SMN branch out of ACN like usual, and make SCH an "advanced job" similar to DRK, etc. Have it to where you need a level 30 job or something, then you can start the SCH quest (or have it still require ACN 30 etc. to start the quest), and once you unlock the SCH job it opens a brand new job with its own discrete level, which would require redoing all their dps abilities. You could then put stuff like Res onto SCH (removing it from ACN). Take a few other SCH type abilities from ACN, replace it with other stuff.
I can see why SE wouldn't want to do it, but it's far from impossible, and would probably be better for the game in the long run.
SE will add enough job abilities after 50 to separate the Summoner and Scholar from each other.
We know for a fact the 3 new jobs have no base class. They can be unlocked by having any class at level 30. The code is there for this kind of job configuration.
We're asking for SCH to be detached from SMN, i.e. have it more or less treated the same as the 3 new jobs.

I was responding (albeit sarcastically) to your direct quote where you specifically stated that they have done nothing with SCH and SMN. You don't know this, it's pure speculation on your part, yet you speak as if you know exactly what changes are (or are not) coming to SMN and SCH in the expansion.

SCH is already a great job as it is even with the few unique abilities it as. If they were to really separate one, SMN makes the most sense to me.
