It can be done in lower-level gear if people actually know how to play their class properly. If they don't, even a higher level of gear isn't going to fix that.
I've been in groups with people in i100-i110 gear who were able to make the DPS check with ease.

In Urth's Fount you can almost get aways with one tank and solo-heals if the tank and healer are competent. But that's made all the more difficult by incompetent DPS making it that much harder on the ONE healer. Still there's nearly no need for two tanks since Odin is the only tankable enemy in the trial.

The 2 Tanks is a bit weird since there is no swap i guess they figured if one dies then another is there to take over. The main problem i find healing it in DF is people tend to derp into stuff which is not a good idea when you have a bleed debuff on you. Two Healers should be more than enough to heal through the debuff if people are not terrible. The main thing that screws people over in DF is DPS not hitting their mark before Odin enrages so they can't kill him in time. If he's not sub 20% he isn't going to die to most groups.
Echo is fine for dragging people through old content that isn't popular anymore but for something as recent as Odin? If you give people echo for everything then they learn nothing.

Odin will get echo eventually.
It honestly surprises me they haven't done it already, given that they did add the Steps of Faith, so Odin is actually dated content.
But yeah, it's just a matter of time.
