Just a guess, but is it possible the choker is a drop from the wish bag as well?

Unless you finished the event last year, they can be bought with gil via a calamity salvager. So yes, technically, they can be bought with gil.

Just demimateria and allagan currency from the bags thus far from me. Nothing to report otherwise in regards to the neck piece.

In my case the action Decipher is not on my Actions & Traits anywhere so how do I decipher the map? Is the game bugged?

You need to complete a quest in wineport to even unlock treasure hunting. Forgot the quest name though.
