As others said there may be harder fish at that spot beyond your skill range that are only giving you 1 Jig. Try aiming for -4 (Sweet Spot for Helmet Crabs) or try some of the other baits suggested. Helmet Crab is R16, same as yours and may be a bit of a challenge until you gain a few levels. You can also try upgrading your gear or fishing rod. The stats you listed seem like they are about what you would expect from the R12 Willow Fishig Rod, so if you're not using that, you should upgrade to it. Gear will also help, especially Gathering which will decrease the amount of remainder lost per Jig. You can also try changing the spot of your first Jig to center, far left, far right and see if that helps your hook rate.

I had the same probleme
I needed to pass lvl 30 and it suddenly works
Before all fishes goes away on first or second try on every lvl spots.
The only way I find was to go fishing on spots higher than me and have xp in fail.
Suddenly, around lvl 30 it starts to work fine

Fishing works just fine for me. I recently went from ~rank 10 to 30 and haven't had any issues, so I don't think it needs "fixing" in that way as such.
As others have stated I think your problem is the combination of the lure/bait you are using and the fish you are targeting. If you are targeting something way above your rank then you will only get 1-2 jigs before your stamina depletes, or it will just simply get away without giving you the chance to try and reel it in once you jig.
If you are unable to target other fish appropriate to your rank using that bait, then switch baits :) I think I did the cheap live baits to begin with, then moved to Floating Minnows etc.
