Probably when Heavensward opens up in Mor Dohna, we'll have a a few quests around the area and my guess is the gates are thrown open halfway through 3.0. Or maybe even open up at the end of the 2nd half of 2.5's story.

Like many others mention, our involvement in the Dragonsong War might prompt Ishgard to change their views a bit and open up space for adventurers to live.
Add to that that none of the other housing areas are actually IN their respective city state. All of them are close, but still a little distance away. If Ishgard opens up a piece of land somewhat away from the actual city they still won't have any adventurers/outsiders living inside the city while still allowing adventurers to settle in Coerthas (and fight the dragons for them. win-win situation)
Ever thought that the mistrust of anyone not Ishgardian was a seed planted by the Ascian shown in the 2.3 storyline inside Ishgard? Manmipulation of the right people is a very powerful weapon. If we get to remove that then the prejudices and hatreds may follow the expulsion of the Ascian.
