Wow, at least we know it's not SE's fault....
Well I hate to wreck anyone's illusion here, but...
Level 3 isn't the problem. I work for an ISP that works very closely with level 3, and I just called their NOC to find out wtf is up with that report...
Apparently Level3 filters some of the probe traffic from "Internetpulse.net" because it probes with stupid frequency which is why it reports Packet loss... So if there's packet loss on level3's end, even they can't detect it so... Believe what you want, but that's not it.
This thread didn't actually explain what is actually happening. I'm very disappoint.
It's clearly detectable via other means. You can use pathping yourself if you wanted too, which can sometimes filter the initial ping, but will still show the packet loss correctly. Try it yourself, pathping to SE's servers when it's running fine and you will see 0% loss on Level3. When this happens again, run the test and it will be anywhere from 50-100%.
