My lag is GPU / CPU-side, not Internet-side.

What realm do you play on when this happens. Does it happen on other realms. If you don't have another character try making a new one and lay for an hour.
Have you done a tracert and path pings. There are some routes taken by ISPs that go through level3 and they seem to have issues.
Do you have firewall software. On occasion when a game updates it's treated as a new program by firewall software. Remove and re-add the exception to your firewall.
If you haven't reset your router for a long while then switch it off and leave it for five minutes before switching it back on.
This seems to happen with every patch and with some maintenances too. I have a funny feeling what this is is when the Data Center servers are all hard rebooted it reset their connection to the internet and when they're turned back on, while they don't get fresh IP addresses (they appear to be static) they will potentially get different pathing through the ISP and Tier 1 networks. Before the patch you had a clean path to the Data Center. After the patch the new path is taking you through a node that is failing. You could also try a reinstall as well in case the patching process corrupted some networking code.
With my shite Australian internet I am not having problems with lag on tonberry. Maybe there are some problems with the NA datacentres?
I have been getting kicked from the game with error 90k every 5 minutes for the past couple of days. The game is pretty much unplayable for me. I'm not having this issue with any other game. I'm streaming football just fine. Skype quality is great.
Over here in NA we have to deal with a near monopolistic Tier 1 ISP (High Level ISP that sells internet bandwith to the ISPs WE buy it from) called Level3. They are notorious for shitty routing and bad nodes (think train hub for internet data). They infuriate the lower tier ISPs (Time Warner etc.) and by extension consumers with this crap. It doesn't seem like anything will ever be done about it unless they can someone be found in violation of antitrust laws or the Consumer Protection Act. In comparison Japan has excellent Tier 1 service so this is an issue rarely seen on the JP Data Center. Some latency issues (bad ping)? Yes. Actual lag (jerky movement, disconnects, unresponsive abilities) not so much.

Taken mid instance where everything was completely frozen for over 2 minutes.
I am getting 5-20 second drops in R and after 2.4 the lag has made the game unplayable.
I just got off the phone with my ISP, connection PC to them is fine, from them to SE's servers it's fine.
But they did say there was an issue with choppy data coming from SE's NA servers.
My ping is 5ms to the servers in Canada... But the data coming out is unstable this is fully SE problem!
