OP, you want to see which servers are most active? Just take a look at which ones are not available to transfer to during most of the day. It's those.
You'd have to get up in the wee hours of the morning to transfer to them, however.

Though sadly, even this indicator might be substantially flawed. If I remember correctly, SE tallies server "populations" by character numbers rather than account numbers, which is an obscenely stupid thing to do. So it's quite possible those character creation lockouts are being generated by people creating a ton of alts. That said, it's probably one of the best options available, flawed though it may be.

I dont know if you are looking for a US or EU server, but if you are looking for a EU server, I can recommend you the server called: Raganrok. Its a legacy server, but the past few days we have seen a increase of newcomers.

Excalibur is in fact so active that you may not be able to transfer or create new characters on it.

New character creation gets locked out for Excalibur when there are a lot of people online on that server (I know because I tried on the weekend).

The lock does get released once it's not so busy so I'd suggest attempting the transfer or new character creation during the less busy hours.

OP, where are you located?

A lot of servers are always populated but depending on your location you might want a server that you get a good latency with. My Tonberry server is awesome, but it is a JP server :p. There are some NA players on it(which I find so weird >.>) but if you are NA you have to connect to the server from over the Pacific ocean. Although some folks from California say that they get better latency on it.

Thank you for all of the responses and I apologize for not stating this earlier but we are on NA servers (Which only makes sense given our actual geographic location being as north of America as physically possible.)
