Excalibur (legacy) server is a good choice. It's usually the first server on the Primal database that gets locked out, with Leviathan server following ~15 mins afterwards.

I always see Balmung, Sargatanas and Excalibur folks the most in DF, so those are probably very active servers
If I recall correctly, Phoenix is the most populous server all-around. (Phoenix being an EU-server).
A check at XIV Soul shows that it is indeed the most populous server all-around, with Exodus being the most populous US-server and Kujata being the most populous JP-server.
However, I am not sure how reliable this data is, as it seems to base its numbers on Lodestone alone and as far as I know, inactive accounts don't get purged (?), so it will not show the current relevant subs per server, but it's interesting data nonetheless.

If you look at it up front, it's not reliable at all... It includes inactive subscriptions as well as bots into the population. You could get more accurate results by looking at the lvl 50 mounts of each server, and that would give you an idea of how "active" it is.If I recall correctly, Phoenix is the most populous server all-around. OP, you want to see which servers are most active? Just take a look at which ones are not available to transfer to during most of the day. It's those.
You'd have to get up in the wee hours of the morning to transfer to them, however.
^This...i recommend Balmung and Excalibur...they are really great servers and active, the Balmung community is especially great...made an alt there awhile back and as WinterSolstice says try in the wee hours, it took me several days before i could make a toon on balmung, Good Luck OP...hope you and your wife find a nice active server you'll be happy to play on.XIV Soul should never be used as a source.

Though sadly, even this indicator might be substantially flawed. If I remember correctly, SE tallies server "populations" by character numbers rather than account numbers, which is an obscenely stupid thing to do. So it's quite possible those character creation lockouts are being generated by people creating a ton of alts. I always have people to play with on adamantoise! My fiancée and friend have a tiny three person fc but many people on this server are helpful and friendly and helping me through endgame, seems alive at all hours anyways, not a huge pop server but seems like a committed one. Good luck!
Legacy servers seem to be some of the most active. I, myself, am on Balmung, always active, ESPECIALLY after a patch. Lots of addicts here.... myself included.
