Because Dragonfire Dive is a magic attack, it's not boosted by Power Surge.
Its pretty lame, because Dragonfire Dive is not affected by Power Surge OR Foe Requiem.
If it is a magic attack, it should be affected by Foe Requiem.
If it is not a magic attack, it should be affected by Power Surge.
Since neither of these are true, its some kind of third-type ability? I think SE is cheating on this one.
But, it is what it is.

yes but it has been changed because what it used to say isn't what it actually did. This sort of change is referred to as an Errata. An Errata in MMORPG lingo is a correction in a tooltip so that the tooltip more accurately reflects what the mechanic of the ability is actually doing when it is activated. In games such as Magic the Gathering an Errata is when a older printing of a card says one thing, and a newer printing of a card says something different. This generally takes the form of keywords being added to clarify rules, or other similar things being done to make things easier for Wizards of the Coast's publishing house. That way you don't end up with new cards with rules text similar to the Ice Age Necropotence, which has a crap ton more text than the Vintage Masters version of the same card.
Regarding why Dragonfire Dive doesn't work with Life Surge: I have no idea. It could be that Life Surge specifically works only with Non-Elemental attacks. Dragoon only has the one Elemental Attack, so that is in fact a possibility. In which case Life Surge is in need of an Errata change itself to reflect that fact. But if that is not the case then I have no idea why it wouldn't work with Dragonfire Dive.
I don't even know why elemental materia is still even in the game.
