There is no cap. You can farm Elite Marks, even if there is no Bill for it. This has been said many times, including in this thread.

The patch notes and live letter information have been available for weeks and days respectively. It also has been posted in many threads. Instead of making uninformed posts, please read what has been given to you.

Oh wait, I just noticed that only the vanity items are that expensive. All old myth gear (hero) is available at a much cheaper rate. Whoops!

You can find and kill any elite marks. They all drop allied marks, the weekly one just drops some bonus ones. Killing any elite mark nets you marks myth and soldiery regardless if you have a hunt bill or not.

The ones on the board are similar to roulettes. They give you a bonus when you do them. You have a few daily and one weekly. Out side of that you can just farm them for a regular amount of marks.
