As others have said, older content getting easier with new, higher leveled, gear is intentional. Another thing, to the people who want more horizontal gear choices is that while it's neat in concept, it's a nightmare to balance.

When 2.4 gets introduced and new tome gear is introduced, I wonder if myth will get removed? What's gonna happen to roulettes? Will the 2.4 dungeons be put into a roulette above extreme in tier or still in extreme? Hyper/ultra roulette maybe? What's gonna happen to high level roulette? Will extreme and high be melded together? We're going to stomp these dungeons so hard, I can't consider going in there be anything but bullying the mobs in there. It's already very easy to pull all mobs all the way to the boss gate and destroy them in one encounter in the extreme rouletes (haven't tried this on township).
Considering they're adding ilv sync to Frontlines (i80 cap), I'm expecting most of the current lv50-content to get an ilv sync between 2.3 and 2.4.
Maybe something like:
Hard Roulette dungeons cap at i80 (AK, WP, also Prae and CM) or i90 (CBHM, HMHM, Pharos)
Expert Roulette dungeons cap at i100 (Lost City, Bray HM, Hali HM) or i110 (SVHM, Tam-Tara HM, Island)
Trials (current ones anyway) cap at i70 (Chimera, Hydra), i80 (Ifrit, Garuda, Titan) and i85 (Levi, Greg, Ramuh, that Madragora trial coming in 2.3)
EX Primals and Coil1 cap depending on the raid itself (maybe Garuda EX and T1/T2 cap at i90, T4/Titan/Ifrit at i95, Levi/T5/ i100, Ramuh i110...)
CT1 caps at i90
Those are just quickly-thought-up examples, but still, and ilv sync would be nice to have IMO
With the possibility of the "Ilvl sync" becoming more widespread outside of "Frontline", there's no reason why we can't have an ilvl increase in 2.4.
But it's possible and has been done before. Hell, it's been done in the Final Fantasy franchise already. FFXI had over 50 possible stats on items and the game was pretty well balanced, at least at 75.
If I was a game designer, I'd feel more insulted rather than defended if someone told me not to do something because it would require countless hours to make work.
Of course it will. 2.4 will have the third coil. They need better gear to entice players into running it. By that time, the second coil will be casualized.
