If you have to leave due to an emergency then you might not even be able to return before the 30 min expire anyway. If you leave because of another reason or simply because everything is going bad and you aren't patient enough even with the Echo, like I've done before, then just buckle up and take the hit.
Exactly. Players are generally against this idea until they find themselves on the other side of the fence and realise how unfair the current system is. I tell you now, the ONLY fair system is a completely open one in which people can leave - and join - as they wish. Regardless of the reason for the party splitting up, the player that leaves can find a party more suitable whilst the players remaining will get a replacement who isn't agitated with being forced to be there. As I said, there is no need for anyone to suffer.
I haven't done this as of yet, but right now i'm thinking the best option I have when faced with this scenario is just to sit down, refuse to take part in the instance and wait to be kicked or get a free bonus when I come back to my chair in 30 minutes. Is that better for everyone?
Tank and Healer would abused it to the max if there is no penalty since they get instant que. They are already doing it even with the penalty, you can expect this features to be abused even more without the penalty. Personally, if you need to leave in case of emergency, 30 minutes is more then enough. Just leave and take the 30 minutes to do what you need to do.
Imagine if there is no penalty for leaving Dungeon or instances.
Tank: Oh I don't like this Dungeon because it is not Brayfox. *Leave*
Tank: DPS sucks! *Leave*
Tank: we are not killing fast enought! *Leave*
Tank: Someone died on pull or first boss. *Leave*
Reque to repeat and just screw everyone over again especially DPS who waited 30 - 1 hours for Dungeon. Seriously no! I'm a Tank, I get instant que, but I still wouldn't want a no Penalty either. It will be very unfair to class who don't get instant que.
well won't be the last time I now see people who are being idiots and just go afk waiting to be kicked to avoid the penalty. So it does breed this kind of attitude so I for one agree with the OP. If someone wants to leave without a penalty most people will just cause these kinds of scenarios.

There is another side and its nasty we can already kick people for practically anything as SE feels its up to the community so they might as well just remove the penalty. Can't even report these people as SE doesn't want to know GM has told me they won't intervene with these matters even though its blatantly bad manners and detrimental to the game.
Well I'm a DPS and I'm asking for it. I have been playing the game long enough to be able to see when a party just isn't going to work within 30 seconds. You yourself must have had that same feeling when entering a roulette with Titan and both healers drop within seconds? and yet the overly optimistic party want to keep trying until 20 minutes later with full echo buff the party falls apart and everyone leaves empty handed (this actually happened to me today)

Now, I know that example is a very specific scenario, but that's the point. There are too many factors at hand, and too many ways an instance can play out, for it to be fair to use a blanket ban for leaving and instance. It favours only the type of scenario where a jerk has entered and left because he didn't want that particular dungeon but that is more an issue with roulette than anything else. There is no perfect system here, but the fairest it can be is a completely open one where everyone is free to leave and join instances as they please and SE remain neutral.
Hardly surprising, people seem to enjoy the idea of reporting people more than they do the actual game these days. However, i'm glad you brought that up, because it brings us right back to the reason why the blanket ban is in force in the first place. Because it is impossible for SE to manage individual cases on such a large scale.
I'll say it, yet again, that there is only one fair and realistic approach to this and that is to remove the lockout altogether. It may come as a surprise to you but SE aren't all that fond of banning players altogether for petty reasons, or losing them for restrictive access (to paid content). Every ban is a lost subscription.
