On my server, the ward my FC has a house in is pretty busy. You often see people around, especially near the retainer bells and market boards. It might just be your server... :(
Got to depend on the various FCs as well. In Tonberry the wards seems to be rather empty with the exception of a few FCs where you always see a good number of their members hanging around the house.
Ward 2 in The Goblet on Behemoth is slowly filling up. Though I'm not sure if I want it to. I visited some houses in the almost full Ward 1 and suffered my first (and then second) 90k ever.
