If you were talking about best, or near best, in slot for the current expansion then things might be different. Like healers that got coil t1 gloves only after doing it basically every week from 2.0 to 2.2 -- yeah, I've seen that happen.

I think that even though you are right, not that many people care about getting I70, it still would be helpful to streamline it a bit... even for some end game players who want to gear out so that alts are stocked with i70, or even get vanity gear... your chances of getting items that are essentially inconsequential are very low.
