Uldal vs Gradandia vs Lima Losa

I'd probably say its a tie between limsa and gridania.

Limsa has ships and can easily ally with various unknown nations to get skills, new weapons, gil etc.

Gridania is not expansionist and pretty content to stay where they are at. They have padjals that can predict things, the great one. They'll excel at guerrilla warfare.

Uldah is a dessert that relies on mines, once limsa and grida choose not to trade then...

Pirates will beat a bunch of superstitious tree hugers & miners. My moneys on Limsa, pretty sure they are the ones with the guns.

When I think about once you defile gridania/ twelveswood EVERYBODY dies due to the elementals

Forests can burn, pirates can be bought. If you have the wealth, be it in coin, gold or gems, there's always someone willing to sell you what you need for the right price.
