Well Primals are not related to Allagans but the the known primals of Eorzea were brought up by them.

There are still also the Primals of the other Continents which the Allagans encountered during their conquest of the world.

Not to mentioned the definition of Primals have changed lore wise due to Good king Moggle Mog XII and how he is summoned to Eorzea despite not being considered a Primal.

This leads to the idea that there can easily be other Primals in the world with similar elements and powers of the Primals of Eorzea but these powers are used differently by these different primals.

For now we have to wait for them to expand more on the lore of Primals and what Primals really are.

To be technical, King Moggle Mog XII was a moogle myth. They themselves was not sure if he actually existed or not. The moogles worshipped him, therefor summoned him. Just as the beast man had summoned them. At one point the Ala Mingans wanting to summon their god Rhalgr, the destroyer. The Allagans are known to have some connection with bahamut, notice the allagan armor that he wearing.

Well this part was already explained if you follow the Coil storyline and speak with the Summoner trainer about what Summoners are....

The allagans were creating technology that can mindcontrol dragons. However, this technology required the device to be placed on the dragon before it can have any effect. The tech on bahamut was one of these devices since during the Allagan era they sought many ways to fight the Primals from the other Continents even resorting to finding ways to control Primals as well. Of course their plan to control Bahamut ultimately failed.

Belias isn't a standard Primal or corrupted. It's an Elder Primal like Bahamut and Odin. The bad guy SMN in that quest wanted to be able to tap into that thing's power in order to crush the beast tribe's standard Primals out of revenge because Ifrit Tempered his brother, and the Ascian gave him that ability more in likely because doing so would help wake the whole Elder Primal up. Waking up Elder Primals seem to be a big part of the Ascian game plan, whether due the the extreme damage they cause, the sheer amount of Aether they drain, or both.

You guys realize there are placeholder graphics from time-to-time... I bet part of the reason the Belias-egi appears like dark Ifrit has more to do with the idea that they didn't want to yet reveal how Belias would 'later' appear in the game... and it were there more to act as a subtle teaser for those who would catch it.

That would make no sense considering SE had no problems making unique models for specific encounters in XI lol. Egis rarely resemble the actual primal so it wouldn't have spoiled anything.

"Belias is a twisted version of Ifrit essentially. He may sound different in Lore"

As I said, if SE truly cared about the lore, he would have had a unique appearance rather than being an obviously twisted version of Ifrit. Remember, much like in FFXI, there can be "alternate" versions of something (or even someone) thanks to Atomos's existence, which between both games actually share a similar theme, so until we know more, who's to say Belias isn't an Elder Ifrit from another land and ifrit is just a 'minion'? There can be multiple Primal per element, some being higher up than others.

The main problem with this, is the whole damn egi thing to begin with.

To be honest Tristan used Belias, due to ancient wisdom from summoners of old. Who to say they didn't perfect summoning of primals, and also you gotta take in the account of ascian influences. Also If im not mistaken you have to bathe in the aether of the primal, to be able to summon it.
