The guy is probably doing all he can to buy a FC House and is resorting to these methods. As much as it sucks, it's still 100% SE's fault for the insane FC housing prices. If the prices were fair, he wouldn't pull that crap while he was in there. lol I rhymed. ;)
Why should paying and selling for runs be a bannable offense? Unless it's for real money, it doesn't matter. The market for paid runs will dwindle in a couple of months anyway.
selling runs is fine, but joining a party to sabatoge it on purpose to promote selling runs isn't ok

Sadly reporting won't do anything. You can't prove beyond the benefit of doubt that he's just not a 'terribad player' who got carried to Ifrit. Even though you, I, and everyone else knows he's sabotaging the run, unless he directly says it in chat you can't prove he's doing it on purpose and SE can't/won't enforce anything. It's the same reason players who AFK'd pre kick function didn't get suspended or banned. =/
But this is different. Make it a team effort to report the bastard. You can't be the only ones doing it.
Beyond reasonable doubt should be all they need. They should have access to logs and such as well to prove it's intentional griefing.
From the conversations I've had with a GM in the past, 'beyond reasonable doubt' doesn't matter. They can't ban someone with a chance of them being innocent. Imagine being a really bad player who got reported by 7+ people because you're so bad at a particular fight they assumed you were sabotaging them. For this reason alone the GM made it seem like they wouldn't/couldn't do anything since without 100% proof you risk punishing a legit player. They can't punish someone for their playstyle unless you can 100% prove they are grieving you on purpose (like them stupidly admitting it in chat).
I rather them just make selling runs against the TOS. Problem solved.
