Yes, and be aware that a "Cascadier Uniform" is a level 1 armor that looks like a swimsuit. The only stat bonus is a small one to fire resistance, and you can't put this in your armoire in the inn, either.

For real? You get the mail at level 1, it's for a level 1 armor, but you have to get to level 40 to be able to swap the mail for armor and by then it's useless? What's the point of that? I had assumed it was a high level armor as that would make sense but... but... but..... sigh

Like all other veteran rewards, it is purely a vanity piece.
