Actually, there's a lot of pushback against MMO (and other video games that use online components) ToS and End User License Agreements in the legal world, so this is debatable. The response to them in the courts has been fairly mixed, though.
(Don't know why I brought this up - just thought I would!)
So instead of continuing to speculate, I went and looked for myself. Under the transfer service terms, it says more fully:
Service Charges
The World Transfer Service is an optional paid service. Please note that aside from the World Transfer Service fee, service accounts that have suspended recurring payments will be charged a service fee when reactivated.

・Standard 30 days $1499
It doesn't look like it says "You agree to be charged this per month, even if you had it for less before". Rather it's a reminder about the standard charges in the event that you had suspended payments.
My point is if you do pay and play happily but something really effects you negatively and it's mentioned that this is "Normal in the TOS" it doesn't mean the TOS will truly protect the company. That's all. No, I'm not complaining about SE. I actually disagree with this whole premise because in some ways it means online companies have problems protecting themselves.
I'm not paying $0.00 for red circle lag and 2.5 second cool down. Screw this game.
