Free to play is used on games that were either made to BE free, or P2P games which failed and the only way the company could keep their shareholders/investors happy was if they increased the amount of possible income. Its also used when the population drops so low that the Pay to play players can't do any content from lack of people, so they raise it so subscribers can do content. (which may have been the real case behind SWTOR going F2P since its population dropped so much)
I gladly paid for 1.0 because to me it was more enjoyable than FFXI has been since it turned into a mindless gear farm with abyssea and voidwatch. It was worth it and 2.0 seems much better and I'm a critic of almost everything. Lol
No F2P game is really free to play, you DO have to pay for almost everything you do and want and if often costs more than the game itself did.
SE could easily make money off an in-game store though, Specially if they added a cosmetic gear shop, offered paid race changes, appearance changes, name changes... there is a LOT they could do that F2P games do and still turn a bigger profit.
Pay to play is much better, both in concept and value. Eventually those F2P people run out of things to buy, or just stop paying for the extra stuff. Pay to play on long-time subscribers will help SE profit more.
