Now I just want custom dialogue for where you take them and who else is with you. Probably would be too much work though.

Sure, Praetorium can take an hour, but that just means you don't queue for it unless you have an hour available to spend on it. That's simple enough. The cutscenes ARE still skippable by just skipping the entire run. Your first run through while on the story is the only time you actually need to do either of these dungeons. You never have to do them again if you don't want to spend an hour doing so.
I do agree the current solution is far from perfect, but it's still a huge improvement from how they ran before, when the scenes could be skipped. Now it's being run by people who want to see the story, who like the slower pace that it forces on the run, or at least are willing to accept that that's a fair trade for the rewards it offers. If you don't fit into any of those categories, then just don't run it. Of course, the speed runners will gripe that that means there are a whole 2 dungeons out of 63 that aren't geared towards them, but maybe the players who like slower story geared dungeons can have a couple of the most story centric ones in the game if the speed runners have the other 61 of them. You really don't need for everything in the game to be set at breakneck speed all the time.
I keep seeing people throw this around, but running MSQ roulette everyday I've yet to experience it. My average wait time on dps is 6-10 min, about the same as most other roulette content. The only time this drops is in the early morning hours where I sometimes have to wait up to 20 min.
Majority of other people I talk to in the duties are there for the xp, it's a nice easy way to earn basically a lvl per run from 50-60, and even after 60 it's a decent chunk of xp.
I can't remember if I said it in this topic, but my first experience doing these two dungeons was terrible. Praetorium in particular where I tried to fight the first set of adds, watched everyone else skip past them, died, and found myself unable to progress while everyone else kept triggering cutscenes. Eventually I got angry, left, and considered unsubscribing until two people from my FC unsynced it with me. And even then, they basically let me tank the floor during at least one fight since I didn't know there was better gear than the Artifact Gear back then.
I wouldn't want any newcomers to have anywhere near as horrible as first run of those dungeons as I did. Maybe it's boring listening to Gaius monologue, but you have Deep Dungeons and a slew of other Roulettes in addition to Challenge Log.
You won't be. Most new dungeons have the stories at the beginning and the very end. At the beginning you can't be kicked because it takes five minutes before the timer will even start. At the end the instance is already over and you've finished the dungeon anyways, making a kick ultimately useless and reportable. The MSQ dungeons are the only ones with this issue to such a scale that action needed to be taken.
I'll add a bit to that, that some older dungeons you'll have the brunt of the cutscene right after you finish the boss fight, where the problem is you might be keeping people from rolling on loot. But if they opened the chest they can't kick you anyway :D
Newer dungeons were smarter, and now the brunt of the cutscenes are triggered automatically when you leave the dungeon, so you're not bothering anyone else.

Sure it is. Groups did that all the time. You don't need the whole party to complete the dungeon; due to lack of item level cap you barely even need a light party's worth of people to do it.
