What does Eorzea have to do with Japan?
It doesn't matter where the game is developed, Eorzea isn't Japan, and they don't need to stick to Japanese traditions, or whatever.
If people want body hair as an option, there's just one reason to not do it, and that's the resource stuff...and that's not really a reason either, cause like ppl said, it could be done with just a texture, like the tattoos we have.
You're completely missing the point, not to mention being ignorant to the fact that the developers were most likely born and also live in Japan, working in a Japanese frame of mind, therefore are going to stick to stereotypical Japanese traits, which for the most part involves avoiding body-hair on cartoon/game characters.
Saying "That doesn't matter" is extremely ignorant, of course it matters, it's their entire life, it's their way of thinking, their up-bringing, worldly influence and also their culture. To say it plays no part in their creative development process is completely pants on head stupid.
If you're used to a certain convention, you're simply going to do it without much thought or concern, that's the way it's done.
For the large part characters in games/media don't have body hair which is why they don't have any so far.

No, this is always an open option, they're not scared of body hair, its just a convention.
But it's a pretty sure and solid reason as to why it wasn't an option in the first place.
We're looking into this, but body hair would be a completely new element, and there is a possibility that it would affect some gear designs. We expect adding body hair will take a lot of work, so for now we'd like to prioritize adding new hairstyles that are being requested.

You guys don't care about clipping issues anyway so it wouldn't really matter if it affected some gear options.

I firmly believe a majority of players would prefer an entirely new option over like 2 new hairstyles we'd get instead...
I think you should prioritize differently.
The new hair styles would likely clip harder than body hair would even, so why does it matter?

Any chance we can get a cosmetic patch with more than a couple hairstyles?
Speaking technically, wouldn't body hair just be a texture map over the body mesh? That's how The Sims does body hair and it never really affects any clothing designs at all.
I mean of course, by doing it that way, the body hair will essentially look painted on, but if it's done right, it should be fine. And hell, while you're at it, you could even start working on a similar thing for body tattoos.
