There are games such as FPS shooter is separate genre.
Pacing is fine as it is imo, i like the ability to think between skills instead of blind button smashing.
I really like the combat right now! Add me to the list of happy peoples!
I have no problem with the GCD, but I do wish they'd make animation and latency delays smoother. Skills that are off the GCD, such as instant buffs, still take time to use consecutively as you need to wait for each animation to finish before you can trigger the next skill. Compared to things like WoW and SWTOR it feels clunky and slow. :/
If I were not a tank, I would be inclined to agree with you. It's no fun mostly autoattacking a boss waiting on that cast to stun.
This is because the GCD is so long that we do not have time to activate our stun if we had just used a skill before the start of the spell cast. Now this could be fixed by taking our shield slam off the GCD and giving it a 5 second CD. Do that, and I would be happy with leaving the GCD as it is.
Speed is fine. I'm glad this game isn't as twitchy as most other MMO's.
That said, please take pet commands off my global cooldown. It makes using Garuda-Egi a real pain since her knockback is frowned upon, and we're mostly forced to use "Obey" and manually control her so she doesn't make tanks upset.

Shorter global would probably be bad. It would expose how bad the coding/animation really is in this game. The 2.5 global actually covers for the fact that the combat isn't very responsive/smooth (At least if you've played a game with fast/responsive combat, like WoW, Tera, or GW2)
