Yea, when I first jumped on Eorzea during BĂȘta it took me some time to get used to the menu system where you have to open it to interact with other players and environment.
I kept clicking twice on people in hope to see the little menu with the "Chat" button. But I got used to the Final Fantasy XIV system and whatever system they chose I will be happy with. But I like your idea, I don't know if it is more nostalgy or if it actually is one of the solutions, I don't know =)
As you said, the Action Bar could be a "pre-macro" area (and you said you were bad at creating names).
And I think we kinda moved from the original topic ^^ At first it was "allow people to remove lame Actions from Action Bar but we don't know what those actions are yet".
I tend to remove spiritsong anytime i'm on conj / thm during moving fights, mainly cause i know im gonna hit it by accident and kill myself :/
Yes, how dare SE force skills onto our bar that we might use in SOME situations instead of letting us make them blank and empty and totally useless in ANY situation.

I have a blank spot in the middle of my bar. +1 for blank spots.
Re: OP, I do see the concern from the interface standpoint. Players should be allowed to remove abilities from their action bars regardless of MMORPG, whether there is something to replace them or not.
At least for the work around while your suggestion is being considered, place the abilities that you are less likely to use on an action bar you are less likely to visit.
For me a traditional FF battle menu, please :)
