M+ is definitely a hazard zone, similar to what you find in rated PvP matches of any team game - You get the wild west of competence and toxicity up until a certain rating, then the folks there are usually more locked in and capable.
And people get *really* ugly with each other at times because they risk getting their key bricked, so it's quite competitive even for a PvE run.
Another downside is that people quickly drop the whole raid when a certain boss didn't drop the thing they wanted, even though there would be up to another 2 bosses coming up (LFR raids are reduced to 2-3 bosses per 'Wing/Section' so it's more bite-sized).
There was a attempt to have the similar option like XIV by either queuing for a fresh raid, or op-in to join a in-progress one. And the result with the above issue is that LFR raids were basically dead once a few left and couldn't be filled anymore once certain bosses were already killed.
So for now you get in a LFR queue and it's a wild guess if you get lucky and get the whole 'wing' for you to defeat, or you are stuck on the last boss of the 3-boss one.
