Actually, engines do have a "min/max" because it has to be able to push the hardware to a certain point, thus when you're running tests and tech demos you can see how much (system) can handle, if it can handle all that the engine throws its way = max.
You do only hear "run at max" in regards to games, but it's also a term for using an engine.
Benchmark and tests are not engines. An engine only offers features. For those features to do anything you need content and then they can either be disabled or the content scaled. Running a scene at 20 million polygons requires different power than 2 million polygons but the engine settings ain't changed at all. Same for physics, post processing, textures, etc.

Maybe you are too young, but since square moved to Sony, they became a powerhouse and that was the start Of Nintendo fall.
IMO they started to deviate from masterpieces, when they stopped being Exclusive and started developing to many systems. I do not like that, but I understand that they want to reach and make more money. Back in the 90's, I used to chose my system based on only one truth. Where are square games? Nintendo. I will stick with them. Moved to Sony, that's when I got the ps1. I love RPGs, and they are the best at creating them.
