Mogstation has been said in the past to be 100% yes. So am i just to assume then our budget has decreased from past expansions despite the game making more money? Considering the decline in content.

I personally really enjoyed the story even though pacing was not great at times. Subjective tastes and all that.
I agree, the rampant reuse of existing game assets is upsetting. I tend to be on the "more side" of the understanding of circumstances impacting game development continuum so it doesn't bother me a huge amount. My brother works for Nintendo of America so I've heard a lot about what's been going on from within a game development/publishing company. No joke, it's been very difficult for them so knowing that I can see how SE could have experienced similar setbacks that have led to current circumstances. I can certainly see how a lack of effort, either real or perceived, could bother others quite a bit.
It sounds like we agree on the fundamental issues you brought up. I hope they increase productivity and creation of new assets going forward; maintaining the current level of reuse with the amount of income the game's getting in conjunction with lessening of work restrictions will get irritating quickly.
Just now realized the level 88 crafted weapons are literally reused versions of the 83 dungeon….they literally reused weapons from the same patch in the same patch. Wtf?

HW reused the Level 136 as Dravanian i195 (Aery > Anti Tower). Similarly and more appropriately they also reused the gear from Dusk Vigil as the i145 crafted gear.
Similarly SB reused the gear from Bardams for the crafted DoH/L Kudzu sets.

Those aren’t from the same patch though, at least the anti tower isn’t. Have you not noticed this? Also it literally hasn’t been this extreme until this expansion. I can understand it for the earlier expansions because they had wayyyy less of a budget. What’s the excuse for it now? Just pointing out that it’s been like this before isn’t a good excuse lol.
Uhm you do realise that the latter part of my argument both are the self-same patch. Ishgardian Monastic Cyclas and Chimerical Felt Cyclas were both released with 3.0. Either read my full post or do the research before you reply.
I never stated it as a defence, I just feel you aren't doing your research adequately enough if this comes as a surprise to you. I'm just pointing it out that it's been a trend, and a fairly historical one.
You also need to realise that budget isn't and nor should it be exclusive to glamour. There are other areas of the game where that goes. Personally, I think they've produced higher quality sets of gear by far since the days of Heavensward, but of course that much is subjective.
Besides, call it lazy development all you like but if the developers, or if the team aren't assigned a sufficient budget then no amount of hardworking development will overcome that. Not without working outside of their assigned hours, which was quite likely the case with primal weapons.

As far as doing my research adequately enough, it’s the fact that that was the first expansion of the game. This is the 4th. We should be seeing improvements in regards to things like this. Less reusing and more unique sets. Yes perhaps budgeting is the problem but then we need transparency on this. The fact they’ve stayed silent whilst literally giving us less when the game is making more is ridiculous. We should be seeing upgrades of content not downgrades especially 4 expansions in. The devs need to actually speak to their playerbase about budgeting issues if that is the case. Like, they literally reused a dungeon theme for an expert dungeon this expansion. I don’t recall them ever doing that before, and to do it in this expansion, the expansion after the one that broke record sales, is beyond insane.
