I didn't pick a PVP server in WoW but as soon as I got into the game, before even taking my first first steps, the first thing I saw was "So-And-So has challenged you to a duel".
But that wasn't the only time that system was annoying. Later, I was going a few quests when:
"So-And-So has challenged you to a duel"
[Deny]
"So-And-So has challenged you to a duel"
[Deny]
"So-And-So has challenged you to a duel"
[Deny]
"So-And-So has challenged you to a duel"
.....
If its implemented in a specific area such as a Colosseum then it might be okay, but spamming players with annoying popup messages is never a good thing.
I don't think open world PVP will fit into the story of FFXIV anyway. We're supposed to be uniting to face the threat of the Empire, not fighting amongst ourselves.
I think this isn't relevant to what they want to accomplish. In XI you encouraged party play by giving parties fast exp (300 per kill with minimal resting between kills) and soloists slow exp (30 per kill and you rest 5 min each kill.) Letter XII would seem to imply that in XIV the goal is to give soloists one set of things to do and parties another. If you want to do leve or get guild marks you will have to solo. If you want to do beast settlements or get NM drops you will have to party.
You don't have to penalize soloists experience points, or make them rest 5 min between each mob as a means of encouraging party play because party play brings its own set of rewards and fun that can't be experienced solo.
In the long run in XI the system broke down, and for a lot of people today soloing is the only option to get a job to 30. From there they don't party they burn it to 90 in abyssea. Also some jobs like beastmaster were unwelcome in parties, or like black mage unwelcome at certain levels. The system they are implementing in XIV ensures that players who can't party can get exp at a decent rate, and that's a good thing.
