Because of a huge reason why most of us get housing: To decorate it. Why wouldn't it be a concern?
I know it sounds like I'm throwing out a gotcha moment, but you do realize we are still talking about the same dev team that made BLU a limited job, chopped off Hrothgar ears to give them more hairstyle options, and are going to totally rework two jobs no one was really asking to be reworked, yes? What on Earth makes you think you will even be able to use the same furniture? Let alone the glitches that are used to create the interior décor? As I said before, instanced housing would be entirely different content. It wouldn't tie into current housing at all, and this seems to be a massive oversight from just about everyone demanding for instanced housing.
If instanced housing does ever make into the game, I hope that is not the case. But yeahhh.
My apologies, I misunderstood your post. Others had been talking about their experiences with the old FCFS system and I thought you were referring to the same, not the new lottery system.

There is no house. The farming will not be the same as estate gardening. People want access to Thavnairian Onions and other somewhat expensive gardening products. Island Sanctuary is not providing it.
Housing is everything inside the wards, not just house interiors. Its easy to see how messy the programming can get to add instanced plots to whats already there and would most likely require a rewrite of how the wards and plots function. Add to that they allocate 3x more server resources to housing wards than they do all of the rest of the PvE maps in the game and I can easily believe they run out of space for additional wards or adding instanced housing to wards themselves.
They're limited by previous design decisions which don't scale well and hardware limitations, both performance and scarcity. Its not an unsolvable problem for them but its not a quick and easy fix either.
The most likely scenario for the average player was to NOT win in week 1 when there were the most plots available. Supply shortage.
The best course of action for an individual player was to go after a small on week 1 instead of a large or medium. It wouldn't have guaranteed anything, but we now have smalls with triple digit entries. There were smalls in Week 1 with single digit entries. That was the best odds.
Can we just get a housing rework instead of one for DRG/AST?
That would be nice.
Unpopular opinion: Turn auto-demo back on and there will be a ton of freed up houses. Not to be harsh but really, how many players are there in the Ukraine and would they care more that their virtual house auto-demoed than their real house?
