take house furniture floating for example. you can either A) exploit in-game glitches, or B) use a plugin to do the same thing faster,
everyone in the housing community does floating in some capacity, yoshi p has even visited and handed out prizes for some of these builds but under "misuse of bugs" section of the tos, it is illegal to use either of the above methods
they dont hand out bans to home designers because they recognise what they do is benign and enriches the game in some ways

If you want to make a caricature of my post, that's on you. My opinion isn't popular because it calls out people who do not care, and I'm well aware of that, but you can at least take the post in context instead of use hyperbolic drivel on someone you know nothing about, and will know nothing about.
There's plenty of other games that let you play how you like and do such. This is an MMO. An MMO you play with other people, and progress is to be measured and tested in pve content. A 'punishment' in this case is failing and having to try again at the same difficulty, which if it were me, I would up the difficulty from normal story on MSQ and lock it there, probably up by half of a difficulty. If asking people to play at a decent (not great, decent) level is too much to ask, then there is no helping people.
Is learning an opener, knowing how to aoe and a basic idea of cooldown usage with a better in game tutorial a 'job' to you? I wouldn't have these changes without MSQ/Job quest changes to explain such. If you want the short reason, I think the difference between the lowest and highest is too extreme and that SE is going about it the wrong way in order to fix it, if they're trying at all to do that. I say raising the floor by having people learn to play is the best way to do so.
To be clear, the type of harassment that is happening - the organized harassment campaigns directed towards content creators - violates the ToS as well. I sincerely hope that every time one of these report campaigns targets someone... both sides get punished. Ya, the content creator who had on-screen overlays deserves to be punished. But so do the people who orchestrated a coordinated harassment campaign of reports. Because both sides of that equation are problematic.
Breaking a ToS is like downloading mp3s. No one except the IP holder and someone with an axe to grind cares, lol.
