Its mainly the large pop servers which are hurting, bal and rag to name a few.

I think there's only one plot left on Ragnarok now and there's about 10 people camping it.
I think there's something to be said about the distribution of housing ward resources too. Why should a small population server get allocated the same number of resources as a large population server? If there are finite resources then they should be distributed on a percentage basis of where the players actually are.
Pretty simple to give players a incentive to transfer over to low populated servers to balance out the population between all servers. If they started taking out wards and plots from lower populated servers those servers would NEVER get new players and the server would slowly die resulting in merging of servers or worse locking those highly populated servers even quicker.
That would be a very dirty move, I don't think that is the answer to the current problem with demand on High Populated servers to say hey jump shipif you want to use a feature that we provide. SE needs to address the demands that is required on the High Populated servers, why would I want to move if I have been on a server since I started ARR and have the same friends who play there and are friends irl too. Makes no sense. The bottom line is going to another server is not the option to correct the issue, the issue is demand greater than what SE's servers can handle.
We have to live with it now, as this proves yet again that SE cannot keep up, simple. If you play the game only for a house and nothing more then moving to a dead server should be fine for you. If you are on a server that you like and been there for years, your f**ked.
Or you could start a conversation with your friends about all moving together? A million years ago when I played WoW, I played on a super high population server. When they opened up free transfers my entire guild (FC equiv) transferred to a different server together. With cross world PF and friends list, it wouldn't be that bad as long as you stayed in your current data center. SE has made it pretty clear that they want the server population to be balanced throughout all the servers. If you don't want to move, then that's fine, but you should realize that means you have to deal with the housing system as it is, 'cause they're not gonna start doing dynamic wards or take away wards from low pop servers to give more to high pop servers.
They had a free transfer window for "congested servers" to preferred or new servers. That's why Balmung's active population is about half of what it used to be. People transferred off. And I think it's still the highest population server, anywhere.
edit: Transfer was free. Max amount of gil that could be transferred was increased to 999,999,999. They gave you 10 gold chocobo feathers. Reimbursed people for housing and apartment costs PLUS an additional amount for furnishing that couldn't be recovered. But it did lock you on the new server for 90 days.
I've thought about transferring as I have no ties to Ragnarok due to being a returning player, but that is simply not the solution to the housing problem. If I was in a decent FC with lots of people I play with regularly I wouldn't dream of leaving the server for a house and you aren't going to have any luck convincing 50+ people or however large your FC is to go with you.
Transferring is only viable during free periods too because the gil caps make it next to impossible for a longtime player to transfer during normal times. That limits which servers you can pick as well. But I guess the same people who say you should transfer for a house are the same people who would say you should transfer and lose 90% of your gil because you're on a new world.
