let's give just some off the wall numbers, but it's just to show a point. once again these are just numbers to show a point not stating these are actual player numbers
their original method there's 30k people
-there's 10 servers so we need 3k people per server.
-500 go to ragnarok because they are the german/french players
-that server still needs 2500 more players to finish populating it.
-then the other 9 servers need room for 29500 players and only have room for 27000
method now is the same way with 30k people except
-server cap 3000
-they merged servers and the merge pushed over the cap to keep the community together.
-the merged servers have 3000+, but se did that to keep the groups together
-ragnarok gets the same 500 people, but those other 2500 players are still with their original servers so are not forced there.
-to have a chance to move into those servers you would have to wait for those numbers to drop below cap
in both methods you have the same number of people that cannot get to their server they wish to go to because the servers are not evenly distributed due to the low population of ragnarok.
the difference in the methods are though that the groups are not the same ones having issues. in one method the groups having issues are the members of the community that wish to stay with the players on their server they have played with for over a year. the other method is the group that wishes to leave their community. since by merging the servers they kept the communities together even if it pushed the numbers over the cap the second method actually helps more people. with the original method you could have not gone above cap with just the free merge.
this is my speculation on the matter so i don't know for sure. my feeling is the reason people cannot transfer within the 9 merged servers is because the number of players cap was he took the number of active players and divided them by 10 give or take a few. the problem is unless server 10 gets just as populated as the rest of the servers i think the problem would be the same regardless of the method. by the constant o by ragnarok you can tell it is nowhere near to the active player cap se has set in place.
this could also explain why the other 9 are manually getting updated. they could(not saying are, but could) be gradually increasing the cap on the other 9 servers slowly to keep around the same number of active players on each of those since it's became apparent that server 10 is not going to fill.
