nah just go into a pug savage group on an off role in crafted gear on week 9 of the tier, I'm sure you won't get locked out from party finders by players setting ilvl restrictions 4head

Personally I think the game does need to be more accommodating to people who enjoy multiple jobs, Melee DPS especially suffer from only being able to gear two jobs at a time. (seriously why do melee have different gear types in the first place?)
It's not like it would be game breaking to allow people to gear different jobs at the same time because if you have multiple characters you can actually do this... it's just way more annoying because you have to go through the story serval times and level jobs ect.
I can understand having lockouts with gear and loot, but I really think it should be dependent on the Job I think this could be done by having the "books" that drop from savage be based on gear type, so you can get 1 Fending book and one mending book, in the same week. (just as a example), Loot drops could also apply based on gear type, I guess this system would need a lot of work though i could be missing something here.
This, along with not screwing other people out of loot if you join a party after having already cleared would be perfect. If I clear with my static on BLM, but still want to raid, I could go on Dark Knight or Samurai, and still join 2 chest parties.
Keeping the lockout per sub-role would be the best of both worlds. You can't gear your main any faster, but you don't have to wait months to be able to gear other things, and are still able to actually play the content without locking yourself out of a decent portion of PF groups.
