It could be something like that but having designed an written high transaction servers I would expect something like that to be fixed fairly quickly and to also result in them shutting down the MSQ instances altogether until it was. SE says they have plenty of instances but are restricting them which is why I lean more to a major capacity miscalculation and under-sizing the server requirements.

So, about these server upgrades... Where they downgrades?

This is a good time to level up Samurai or Red Mage because POTD works fine.
