I'm not sure what the divorce rules are in Japan, but even if they do require both parties to agree to a divorce there, it wouldn't work in a game. In a game, there has to be a way to divorce someone who has left the game entirely. (That consideration isn't entirely relevant to the type of situation that started this thread, but would be relevant if someone wanted to divorce their absent spouse in order to marry someone who is still around and playing.)

As I said one of those countries(US is a different stoey).They can deny it all they want and pretend to be in love and still their supreme Court won't allow you to divorce cuz there is a chance of reconciliation.

@ Niwashi you can divorce and remarried, but until you remarry in game, the ring of the other person will continue working.

They should impelement a 45 day decay timer like housing, if you both do not log in and renew vows at least once every 45 days O.o, the marriage is dissolved, all mounts, glamour items destroyed, 80% of your fee reimbursed.
