Not sure, but there are some certainties at least. I doubt it's before Azem (we) joined, though, and he doesn't mention Azem being from another organization, just himself. Given this takes place in the Elpis we were originally sent to and Elidibus says this after telling him we're Azem's familiar:

It would have to be us he's referring to - it couldn't be anyone else as we're Venat's successor and she had long since stepped down from her position at that point, so it couldn't be her. I still think the most likely explanation is Elidibus is "undercover" so to speak, since he probably doesn't want the knowledge that he's from the Convocation to influence anyones' words/actions, though him not having joined up yet is certainly a possibility.
Perhaps, though their society seems to revolve largely around a "let things happen as they may" approach (at least, pre-Final Days, per the short story "Ere Our Curtain Falls"), since, while respected by many, they still think we (Azem) are a weirdo for sticking our noses into things wherever we went/go(trying to stop an erupting volcano for tasty grapes), even though that's exactly the reason the position exists to begin with.
Nah, you have to remember even a child ancient is still centuries older than anyone in the modern day and we really can't assume they develop in the same way. Also, again, from the short story "Ere Our Curtain Falls":

Youth isn't just used for someone very young. Youth can be used for teenager or early 20s. If that is him as Themis, then youth would definitely apply.
I read enough Regency romances to have seen it used for the naive eager young pup in his early 20s many a time.
I am aware of what youth is. Alright? I just think that his voice doesn't match his face. That's all.

I've read period works as well, and it isn't nearly so frequent to refer to someone in their 20s as a "youth" physically, but mentally, which follows with your example. They're referring to the behavior. Regardless, doesn't change the fact that the word, by and large throughout time, is used to refer to someone pre-adulthood, or that the cutoff for childhood and adolescence was lower in the past than it is now.
I'm not saying Elidibus is like, 10 years old in ancient terms, but it's really undeniable that he wasn't an adult when everything went wrong.
