No, that's just how he talks and jokes, he literally wears a moon mask 24/7 if you take a guy like that seriously idk what to tell ya chief.
If Yoko Taro said he was planning to usher in an actual real-life apocalypse, I'd be the first of his doomsday minions. Automata's already damaged my tear-ducts, I can't ever experience emotion in my life again anyways.

It just gives me the vibe that, even if he's joking about actually ruining it, he's going to make this about him and his story and not actually caring about the established game - if not deliberately trying to "take over" and put a dent in it.
That's my gut feeling, and I very nearly wrote it in my last post but then I wondered if I haven't seen enough interviews to judge it properly.
The problem is that this "guy I shouldn't take seriously" (and I can see that I shouldn't/can't) has been put in charge of writing a chapter of a story I generally like, and I am extremely wary about what he will do with it - and whether he is working with the storywriters or is doing his own thing and leaving them to pick up the pieces.
He seems unpredictable in a way I can't trust and instinctively dislike - it's so at odds with the grateful way that Yoshida speaks about the game*, and I can only hope that they really are okay with this behind the scenes.
* Thinking particularly about the Rising here: I assume remarks from 'NPC Yoshida' can be taken as directly from him, and the letters are genuine thanks from the team.
