FFXI had under water content. The Undersea ruins, stuff like that xD
If it wont have underwater battles why would go down there? And please don't say to explore. Think about that one for a bit.
Questing, underwater fishing, reaching otherwise inaccessible areas... like some kind of sunken temple/ruins which would be a dungeon or a place where to find some rare NM. Once in the temple you wouldn't be swimming or in the water anymore.... at least not the whole time, there might be some areas of the dungeons where you still need to swim.
There is a lot of possibilities, take a look at what the others posted, there is some nice ideas here. I'm not saying they should absolutely not add fighting but it seems more people are against it because other games failed at that. Of course if SE could make underwater fighting fun and have it really well done then i'm all for it.
It would enhance the gameplay just like jumping would.

I remember SE saying that there would be swimming in this game... oh they had us playing for fools...
But at any rate... I am all for it.
Their questing has all been farming mobs that would lead to battles. I'm not saying those aren't valid reasons, they are and would be cool, but the major one for such a mechanic would be to fight underwater.
And I agree, many few games have actually added that mechanic successfully where its fun and easy to control and not a disaster with the camera. We're in agreement, I'm just saying that the fighting would have to be the main focus.
You're basing the prerequisite for combat based on the quests we have right now that they've JUST rolled out. It isn't a stretch to think they can't introduce more creative questing that wouldn't involve combat at all.
It all depends on what the pros and cons of spending the resources on it would be, but if they can do it well, I'm all for it.
