exactly this is what people dont understand is that when a tank withdraws from the queue pop its not extending their time. They are infact waiting the same amount of time as if that tank never queued to begin with.
You have to realize that intended or not, there's a fine line between allowing people to play their way and stopping them because it interferes with too many others. I'm not saying this necessarily crosses that line, but it certainly might.
If no other tanks queue during that time that is.
Provoke button is working as intended too. If I use it to drag a Vassago on top of another team's Vassago it's no less harassment.
Vote Kick is working as intended too. If my premade uses it to kick someone who can lot on 'my' drop it's no less harassment.
Who are you to tell me how to play my game? If my group wants to kick people so we get loot, we can do it, the game allows us to. Get off your high horse.
It's a team game. We all tell each other how to play all the time.
but those things a specificly against the rules to do. Its NOT an option to kick someone so you can lot on Your drop. Thats specificly states you cannot do that. No where does it say its against the rules to queue for a dungeon and then withdraw. Now i see your point if someone withdrew from the queue with the sole intent not to do ANY dungeon whats so ever but JUST to queu and drop then YES that would be harassment. BUT thats not the issue being disscussed here. the issue at hand is Tanks or other classes queue for dungeons inprogress and dropping queue when its not what they are looking for. which is not harassment and is NOT against the rules.
There definitely needs to be a cooldown on the withdraw button for the spam withdrawls, make it increase the more you use it in a row, have it reset only after completing an instance.
Sitting in queue and getting hit with the a player has withdrawn for over 40 minutes is not fun, at all.
Every time someone says

I feel like they shouldn't be playing a mmo. More towards single player games that don't effect anyone else.
Wait, you wouldn't consider it harassment if someone repeatedly dragged Vassagos onto another group, wiping them, and preventing you from completing CT on purpose?
Edit: My argument is, that just because a feature exists and can be used in a certain way legitimately (ie: not an exploit like item duping or locking Twintania/Titan) does not mean that using in that way is intended or acceptable. It can still be harassment.
So what happens when you get punished for abusing the system?
The real problem OP is having is that the "Join Party in Progress" checkbox doesn't assume you're looking for one. There could definitely be a different queue type that prioritizes progressed parties though.
