Steps:
1. Tried to form a new bond but could not, the NPC tells me I first need to annul my current bond
2. Tried to annul my current bond but this requires me to have the Eternity Ring in my inventory
3. I do not have the ring >anywhere< so I am unable to annul the bond, which prevents me from making a new one. (I discarded it thinking it would annul the bond)

Someone was able to kind of fix it by wearing a new bracelet to begin the quest again.
