Because skilling up wasn't adjusted to the new way people level... or rather people don't care about skilling up, only leveling. This is why there is skill up food, equipment, and kupo power "Martial Mastery". It's not that hard to cap many skills though, unless it's something like parrying, enhancing magic and summoning magic... the ones that's always been difficult.
Cap skills use to be something only people dedicated to their job(s) that used that particular skill to benefit from... to complain about it when you can get to level 95 in two days and skill levels past 230 and break a latent trial weapon within hours over it...
Puppetmaster skillup may be the worst thing designed since Voidwatch.

Yeah, capping any skill is easy whether it's summoning magic or parrying. It's tedious. Martial Mastery and skill up foods seem to do little also. I can't say for gear as nothing looks less fun as days of chest farming. What harm is there in raising the rate of skills to go along with rates of XP now?
Where would one go to cap skills 300+ not inside aby?
