What you need to do is somehow catch them interacting with an RMT character to collect the items/gil etc. If he literally never leaves the area, someone's got to come to him.

Whether they sell the gil or not is completely irrelevant.
Reports to the Special Task Force can be used to report illegal activity within FINAL FANTASY XI (such as the use of third-party software or the selling of game data through RMT).(2)

Despite your citation and the likes you've recieved, I've never known the STF to be involved with anything that isn't RMT related. If anyone wants to provide examples of STF involvement in non-RMT actions, I'd be happy to see it....
