Yeah, that's kind of... odd... to say the least.
Anyblue, I do believe it is available via Steam (one does not need to actually use Steam to install it, but simply get the keys through it, and then they can use the downloadable media via playonline.com if they so prefer). -

Quite simple really. The supply is theoretically unlimited but they still have to be generated. They hit the point where they thought that would be enough and halted new codes.
