It's basically cobalt, which is blue. In-game lighting can often make it look purple or navy but if you disable lighting you can clearly see it stand out as cobalt/blue.

Unless your monitor settings are off, of course, which surprisingly many peoples' are.

I threw together a quick pic of why I see it as purple for the most part:

The shoulders I can definitely see a blue blending, but the majority of the body is a much lighter blend of colors so if you're going by the majority of the body's color then it turns out to be purple.

In the end though I think both would be the most correct answer rather than one or the other.

Light-urple?

It's Blue, don't be silly.

God dang, it's some shade of purple. Why was this ever questioned?

If it doesn't look like you could consider calling it purple, then your monitor needs to be recalibrated or your vision checked.

It's actually multiple colors, you're staring at the center. As you move away from the center and towards the shoulders, it gets more blue.

It's both colors.
