2. Not a melee
It's basically cobalt, which is blue. In-game lighting can often make it look purple or navy but if you disable lighting you can clearly see it stand out as cobalt/blue.
Unless your monitor settings are off, of course, which surprisingly many peoples' are.
I threw together a quick pic of why I see it as purple for the most part:

The shoulders I can definitely see a blue blending, but the majority of the body is a much lighter blend of colors so if you're going by the majority of the body's color then it turns out to be purple.
In the end though I think both would be the most correct answer rather than one or the other.
