At first I interpreted it that way. However with no "time" data given it was to much of a variant. So I looked through most of the Puppetmaster's standardized vocab and noticed that SE like to give us basic gradients like our Mana-converter. So I took there description to mean using "Repair" with this JP would give us an advanced "Refresh" effect like 5/6mp Tick up to the number based on the Quality. I could completely be wrong. But if like the Regen Effect of Repair the Refresh effect is time based 200mp back per tick is actually bonkers and given SE's previous blunders I would err on the side of Caution with them.
Also the wording of the second part "Amount of MP recovered depends on the item used." sounds all to final for me, If it had been Amount of MP recovered per/tick depends... Id be more open to that form of interpretation.
However if is it "per tick" that would be amazing and I would be forced to hate SE a little less. :p
