As I said, the game's simply not balance for player on player combat. It favors a small set of jobs, of which your one of, over all the rest.

Hasn't Brenner, a fully instanced form of PVP, been around since 2005 or 2006?
"Implement PVP" is right up there with "Create an auction-like system where people can buy and sell products" on the list of stupid suggestions.
The reason PvP in this game was a failure was how annoyingly difficult it is to "actually PvP" ..newsflash. Between how far out most of it was placed, or the level caps, and the excessive wait times it's a wonder it was ever used at all.
Do away with the existing virtually never used forms of it, and revamp PvP in a centralized hub. WG for example. No level caps, and have two arenas. One open battlefield royal rumble style that begins every hour, and lasts for 50 minutes. Accompanied by 3 instanced BC type battlefields for 1 vs 1, 3 vs 3, and 6 vs 6 matches. Both of these events could function on a queue system. The Royal Rumble area being first come 1st serve, and the smaller matches reserved by parties through points obtained from the free for all event or gil.
The rewards could be a variety of desirable items that would not upset gameplay. For example: Town gear sets obtainable only thru redeeming PvP credits. Furnishings, and costumes. There are many choices for rewards if you think about it creatively.
This game has lost a great deal of it's social aspect over the past year. At the same time it lost virtually every competitive outlet also. That has clearly had a negative effect. Revamping PvP if done correctly would go a long way in repairing those lost elements. This would give people a place to socialize (Have /yell function in the new area). A place to compete in a healthy manner. More importantly than those two however would be getting a break from the Grinddddddd....
The game has become tedious, and from all accounts we see more tedium on the horizon. Please give us an activity where we can go just to have fun. Unwind. Beat each others asses. Honestly it's a win/win for the players, and developer's seeing as this same content could be reused over, and over while never feeling the same.

You want to PVP? Simple.
1) Find someone to PVP with.
2) Reserve the Diorama for Brenner.
3) PVP.
DON'T ASK SE TO IMPLEMENT THINGS THAT HAVE ALREADY BEEN IMPLEMENTED.
I agree. PvP, like nearly half the systems in this game, is woefully under developed. But that seems to be a trend you experience frequently in FFXI.
1) Dev announces a new system
2) New system is introduced in a content update.
3) Players go through the new system for about 2 months.
4) Players stop giving a shit about the new system because it's tedious or fundamentally broken.
5) New system is never rebuilt or expanded upon. Usually copy pasted and given a new coat of paint for a content update a year later.
This has been changing a bit lately with the dynamis update and now salvage. It just sucks that it comes literally YEARS later than it needs to.
