I'm more in the "do not merge" camp, but I do think the price for transfers is pretty high.
Not sure free would be good though. Auction houses might get... weird... for example.

Then make it a yearly free-bee exchange program - once a year you can move for for free, everything will resettle in like 6 week anyway, reforming all the same keratinized everything. But you get a breath of new.
I'm on Quetz, and I don't want servers to be merged. If I was concerned about low pop on a server, I would do just what Alhanelem suggested, transfer to a higher pop server.
Alhanelem speaks without understanding the apex that's being conveyed here: It's not about low pop on a server (which is part of the complex situation) it's that the servers are non viable for fun and adventure because the small populatino number has coalesced those populations into linkshell-based groups that are pathologically dependent on the LS group itself and no longer know how to interact with the greater server population at large. There are brealy any shouts or yells leaving everything to these isolated linkshell groups that are dominated by the same type of Alhanelem-esque deleterious social fabrication, there's a lot of social manipulation within these linkshells and the stagnation needs to be vented.
If you've ever change servers, not LSs servers to experience the META-vers of Vana'diel you'll understand exactly what I'm talking about - and so do the developers. That's my SCH.
You keep trying to sound hyper-intelligent but your entire post is one thinly veiled personal attack. Personal attacks are not logical arguments. You are fabricating problems that don't exist and using someone like me as a conduit to bolster your claims, because if you bash someone who isn't popular on these forums, surely people will listen to you right?

Leave the server distribution as it is. I am one of the players who finds the smaller server populations making the game more enjoyable. I left the game, then came back to find the game enjoyable again. Aside from the quality of life improvements, the distribution of players across all the servers causes a state of equilibrium. If you don't like your current server, then go to one that meets your expectations.
This is true except that you have to pay to do that, with no guarantee that the server you go to will be better, then your only option is to pay again.
If there was no fee to jump servers then this would be an acceptable solution, but as there is, it's unacceptable. You have no control over how your server will be and your only option is fees if you pick wrong. You get monetarily punished for being dissatisfied.
